Yes. Card payments can be refunded through the gateway from the order page. For Cash on Delivery you record the refund on the order and settle it however the customer originally paid.

No — you use your own courier or your own driver. Either way you set your zones, weights and rates from the dashboard, and the storefront quotes the customer automatically.

Yes. Zone-based pricing, a flat rate, weight-based rates, or free shipping above a threshold. Local pickup is supported too.
